The New York State Department of Education (NYCDOE) has developed a new IEP form, Meeting Notices for preschool and school-aged students, and Prior Written Notice, which will be used in all NY school districts by the start of the 2011-2012 school year. They are designed to provide parents with the information they need to understand special education proceedings, and include facts that clarify and explain a very complex process.

The new Meeting Notice lists the names and titles of all attendees and clearly differentiates the type of meeting.  The new Prior Written Notice contains a description of all actions that are either proposed or refused by a committee, with an explanation supported by a list of all evaluations, assessments, records or reports used as a basis for the decision.  The new forms provide a wealth of information that parents had to search for in the past.

The new IEP form has been strengthened to encourage long term planning that goes beyond the present.  It acts as a stepping stone, keeping future achievement and diploma objectives in mind.
